The Pacific HCW Support Project is funded by AusAID’s Regional HIV/AIDS Capacity Building Program (2012-2014). The Project will strengthen HIV and sexual health service provision in the Pacific through improved education and support for health care workers and enhanced involvement of key affected populations. This project is a continuation of a collaboration between Albion and the College of Medicine, Nursing and Health Sciences, Fiji National University (CMNHS/FNU), with further support from the Pacific Sexual and Reproductive Health Research Centre (PacS-RHRC)

  • Conducted Response Fund End of Project Evaluation for Cluster 1 – Fiji (2013)

The objective of this Project Evaluation is: 

  1. To evaluate the achievements of the Response Fund Fiji sub-recipients in relation to each SR’s project’s stated objectives and their contributions towards realising the RF goal of `to reduce the spread and impact of HIV and other STIs in the region, while embracing people infected and affected by HIV in Pacific communities’ in Fiji
  2. To assess the reach and `match’ of the RF grants with respect to the objectives of the Fiji National HIV & STI Strategic Plan 
  3. To assess the achievement levels to which projects integrated regionally and nationally identified cross-cutting themes including but not limited to gender, human rights, capacity building and sustainability into their work
  • Support for the Fiji School of Medicine to Strengthen Health Care Worker Education in HIV and Sexual Health (2008 – 2012)

This was a four year project which aimed to strengthen the capacity of the Fiji School of Medicine (FSM) to train both students of the health professions and health workers to provide integrated and responsive sexual health services in Fiji and other Pacific Island Countries and Territories (PICT). Mechanisms for capacity building include: building partnerships between FSM, Fiji School of Nursing and key affected populations including sex workers, men who have sex with men, youth and people living with HIV (PLHIV); working with the Australian Sex Workers Association – Scarlet Alliance – to engage affected communities in the development and implementation of relevant training; increasing access to training; and development of, and access to, mentoring programs for health care workers engaged in HIV and sexual health care delivery. The project was Fiji-based and in the latter stages of the project, needs assessment work was commenced in other PICT that has informed future Pacific-based projects.

  • Support for the Fiji School of Medicine to Draft a Fiji National Policy on HIV Testing and Counselling (2009-2010)

Donor: Global Fund Against AIDS, TB and Malaria administered through the Secretariat of the Pacific Community (SPC)

Albion International was engaged by FSMed to develop a draft national policy on HIV Testing and Counselling for Fiji. On behalf of FSMed, the Pacific Counselling and Social Services (PCASS) conducted regional consultations and modified the draft national policy into an HIV testing and counselling policy template which was reviewed by Albion. SPC intends to facilitate Pacific Islands and Territories to adapt the template so they can develop HIV testing and counselling policy’s that are suitable to their individual contexts.

  • Development of Infection Control Toolkit (March – September 2007)

Albion International conducted an in-country review process of all hospital based infection control practices in Samoa in order to develop a country specific infection control toolkit to be used in Samoa’s health care facilities. This toolkit was based on the infection control toolkit developed by Albion International for use by WHO WPRO for low and middle income countries

  • Emergency Regional Support to Address the Outbreak of Severe Acute Respiratory Syndrome (SARS) (September 2005 – March 2006)

Albion International, in partnership with the Secretariat of the Pacific Community (SPC) in New Caledonia, was engaged to address infection control readiness and procedures for new and emerging infectious diseases and outbreaks. This consultancy reviewed and proposed surveillance mechanisms, and provided training, regional networking and rapid response protocols in eight Pacific Island nations.

  • Development of Standard Guidelines for Voluntary Confidential Counselling and Testing Services and Desk Audit of Voluntary Confidential Counselling and Testing Policies in Pacific Island Countries and Territories (May – June 2007)

Donor: Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM)

This consultation was to address gaps in voluntary counselling and testing services and protocols amongst Pacific Island Countries and Territories (PICT). Albion International performed a desk-based audit of country policies/guidelines to develop a minimum standard for voluntary counselling and testing services in PICT.

  • Capacity Building for HIV Care and Treatment in the Pacific (2006 – 2007)

Albion International provided technical input, identifying past and current initiatives, gaps and constraints, developing approaches and strategies and immediate action steps related to capacity building. A final report of the discussions and recommendations proposed was produced.

  • Infection Control for Pacific Island Nationals (April – June 2003)

KEY FOCUS: Infection control and severe acute respiratory syndrome (SARS)

The Albion International conducted SARS preparedness training and education sessions for health facilities and community groups, hospital-based infection control training, SARS education and workshop sessions for Nadi and Suva International airports staff (customs, quarantine, police, defence and airport personnel).

  • Meeting of Focal Persons for the Prevention and Control of Sexually Transmitted Infections (STIs) and HIV in the Pacific Island Countries (May 2009)

Albion International provided technical input on VCCT minimum standards. Responsible also for facilitation of group work, the rapporteur role and collating the final report of the discussions and recommendations proposed.

  • Pacific Regional Workshop on HIV/AIDS Care and Treatment (February 2005)

Albion International staff trained HIV/AIDS care teams from the five identified priority Pacific island countries – Fiji, Kiribati, Tuvalu, Samoa and Tonga. The workshop employed interactive methodologies to sensitise key players to the issues and challenges facing PLHIV and communities, develop effective relationships and team building, and provide essential information on HIV/AIDS care and treatment. Participants included doctors, nurses, non-government organizations and PLHIV.

Albion International discussed the situation and development of AIDS care in the Pacific island countries and areas, within the context of the implementation of the Global Fund, the adoption of The Global Health Sector Strategy on HIV/AIDS and the launching of the "3 by 5 Initiative" of treating globally three million people living with HIV/AIDS by 2005. Presented on the issue of training in the field of HIV/AIDS and facilitated discussion related to training strategies and action plans for the Pacific region.
