LaoTACHIN is an AusAID funded project and is a key component of AusAID’s Regional Capacity Building Program 2007-2012.

LaoTACHIN was a four year project aimed at building the capacity of the Thai Red Cross AIDS Research Centre (TRCARC) to work with Lao PDR partners to scale up and manage their HIV services, focusing on the area of nutrition. Key Lao PDR partners include the Ministry of Health’s Centre for HIV/AIDS/STIs (CHAS), the Champasak Public Health Department, the people living with HIV peer group – Dreaming of a Brighter Future, Friends for Health and The Association for People Living with HIV, Savannakhet Public Health Department, the World Health Organization and the World Food Programme. The project goal is to improve the health, with an emphasis on quality of life, of people living with HIV (PLHIV) in Champasak and Savannakhet Province, Lao PDR.

Final project evaluation, May 2012, showed increased capacity of TRCARC in South-South capacity development, marked improvement in the capacity of health care providers in HIV nutrition, increased efficiency in HIV service delivery and a strengthening of the management systems and use of clinical information to monitor service delivery. Qualitative evaluations from PLHIV showed HIV nutrition resulted in improvements beyond health improvements, including improved self-esteem and decreased stigma and discrimination.

Albion International was recruited through Technical Support Facility (TSF) South East Asia to review the health promotion components of the Lao PDR global fund project.

In Vietnam pilot activities were conducted to improve system efficiency and effectiveness of the patient and information flow systems, in particular discharge planning and referral. In Lao PDR pilot activities focused on improving infection control and counselling skills in a major city hospital. Albion International implemented this project with the University of New South Wales.
